Cyberpunk 2077 is infamous for a catastrophic launch mired by bugs and glitches. Its developer, CD Projekt Red, has diligently addressed these issues with a stream of fixes and updates, and it's currently in the best state it's ever been. But CD Projekt Red still has work to do. Microstutters and frame drops are commonplace (though much less intrusive than before) and the gamepad controls still feel oddly floaty and lack responsiveness.
If you've been itching to play Cyberpunk 2077 on your Steam Deck, your enjoyment of the game will depend on how much you can tolerate these slight performance niggles. The game runs fine out of the box with the default settings, but there are a few things you may want to change before firing the game up.
First, you can reduce microstutters by installing the game onto your Steam Deck's SDD card. Unfortunately, that's not an option if you only own a 64GB Steam Deck, so consider that before deciding to play Cyberpunk 2077 on your Deck.
Second, increase the UMA Frame Buffer Size to 4GB in your Steam Deck's BIOS. This allows the Steam Deck to allocate more of its shared RAM to the system's GPU, which can help with stuttering related to texture streaming.
Finally, use CryoUtitilities to modify the swap file size and swappiness of your system to the recommended settings. You won't get higher framerates, but you will get more consistent frame times, which help make the overall gaming experience better.

The default graphics settings for Cyberpunk 2077 appear to be targeting a stable 30fps at the high preset. We've noticed that you can get much better performance if you turn a few key settings down without degrading the overall experience. Visually, these lowered settings are barely noticeable on the Steam Deck's 7-inch screen.
This configuration gets you 40–60 frames per second throughout the game. By setting the frame rate and refresh rate limits to 40Hz in the Steam Deck performance menu, Cyberpunk 2077 feels much smoother and more stable.
